Default cam or crank position sensor?

Hey everybody!
i have a 98 dodge durango, 5.2L it shut off on me the other day while driving and could not get it started back up. its got fuel pressue. its got spark off the top of the coil pack (tested at the end of the wire where it connects to the top of the cap) but it does not have spark at any of the cylinders. the coil pack is receiving 10v while cranking (tested at the 2 prong connector on the bottom of the coil pack) i have put a new cap and rotor in. the distributor does turn when i crank the engine. there is NOT a "no Bus" message on the cluster. the auto shut down relays appear to be ok (tested by swapping them)

i have been trying to rule out the crank and cam position sensor. does the 10v at the coil pack rule one or both of those out??

could there be something else physically wrong with the distributor that it is not allowing spark to go out?

could it be a weak coil pack?

any thoughts are appreciated! thank you!
