99 front blower not working

I have a 99 durango 5.9 and the front blower isn't working. So im thinking the blower motor resistor? Does the ac have to be drained to change this? Where is it located (under the dash) Is there a way to check it? Or do you think it could be the blower motor? Any help would be appreciated. Thanks

Really no one has any advice?
I'm not familiar with the blowers on these but you don't have to discharge the ac to change one that I'm aware of. If you know where the motor is I would check the voltage going to it and see if the motor may be bad or if you need to start working your way back.
I believe the blower motor is under the glove box.

The resistor on the 98-00s isn't so easy to change.
It's under the wiper cowl.
1. Take off wipers.
2. Take off cowl
3. Locate resistor
4. Replace resistor
5. Replace Cowl
6. Replace wipers
